American and British special forces left the battlefield here in 2014, making the province into a symbol of the US-led military coalition\u2019s failure and retreat.<\/p>\n<p>After 19 years of war, Helmand still serves as the Taliban\u2019s financial hub and until recently the headquarters of its military commission, which has since shifted to Quetta in southern Pakistan.<\/p>\n<p>That influence is felt and seen on the road to Helmand\u2019s provincial capital Lashkar Gah, a route that passes the Soviet-built Kandahar-Herat highway. The road, recently travelled by this correspondent, is now marked by desolate checkpoints covered in dust and barbed-wire.<\/p>\n<p>Taliban forces without uniforms sporting moustaches and Kalashnikovs block the passage of vehicles and trucks in spots to ask for \u201ccontributions\u201d of 50 or 100 Afghani, or little more than a US$1. \u201cWe are here to provide you security,\u201d they say, \u201cyour support is welcomed.\u201d<\/p>\n<p>Unshaven drivers \u2013 that is those less likely to be loyal to the Islamic fundamentalist Taliban \u2013 often bypass the blocks by using narrow secondary roads, a trick also used by security forces avoiding roadside improvised explosive devices (IEDs).<\/p>\n<p>In Helmand, with Taliban flags flying over\u00a0the district of Naher-Seraj bordering on Lashkar Gah, sporting a\u00a0beard is\u00a0often enough to arouse government suspicion.<\/p>\n<p>The\u00a0Taliban previously sent traffic\u00a0alerts\u00a0to locals via text message, warning against leaving the main road to avoid IEDs and other mines. On the other, government checkpoints block the passage, forcing\u00a0us\u00a0to take the dangerous smaller\u00a0roads.\u201d<\/p>\n<p>From every side, Helmand\u2019s residents are trapped. Nobody wants to cross the highway due to corrupt checkpoints, but the threat of mines strikes fear into the hearts of all travellers who are forced to move from village to village with the sound of gunfire constant in the air.<\/p>\n<p>Since the end of NATO combat operations in 2014, the Afghan military took nominal control of the area, with all main passages connecting to the capital Lashkar Gah blocked. The Taliban, meanwhile, took over areas around Kreshk, Naher-Saraj and Nawa districts.<\/p>\n<p>It\u2019s an area, residents warn, where fighting could easily resume considering the proximity of Taliban and government forces.<\/p>\n<p>\u201cIf the Taliban want to capture the Lashkar Gah,\u201d says Sarhadi, \u201cthey can do it in a day, but they don\u2019t. The attack remains a sore point among Taliban supporters.<\/p>\n<p>\u201cYasser was in Baba-Jai area of Lashkar Gah leading an operation when his nephew used the mobile for a call. Shortly after the call ended, and they entered the car, the drone hit the vehicle killing Yasser, his brother and three of his nephews,\u201d recalled a close aide of the Taliban commander, who wished to remain anonymous.<\/p>\n<p>Fazeli took over the leadership from his deceased brother soon after he was freed from government custody in early September, \u00a0a prisoner release that was brokered as part of a Taliban-US agreement in Doha earlier this year.<\/p>\n<p>Fazeli was\u00a0arrested a few\u00a0years earlier in the vast wilderness of sand known as\u00a0the\u00a0Registan desert while allegedly\u00a0transporting suicide bombers from Pakistan.<\/p>\n<p>A close aide of the ex-commander said he took the name Yasser as a nom de guerre and was responsible for orchestrating the capture of Lashkar Gah\u2019s district 4.<\/p>\n<p>This allowed the Taliban to move the battle-line to the Bolan area of the provincial capital\u2019s district 3, where the roundabout is named after Ahmad Wali Karzai, the infamous brother of former president Hamid Karzai, is located<strong>.<\/strong><\/p>\n<p>The government\u2019s national security service (NDS) office is situated only 1.5 kilometres from there. If the talks in Doha break down, a Taliban drive to take all Lashkar Gah would likely be on the cards, locals say.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" data-attachment-id=\"40643\" data-permalink=\"https:\/\/radioislam.org.za\/a\/on-a-highway-through-hell-in-afghanistan\/us-afghanistan-helmand\/\" data-orig-file=\"https:\/\/i0.wp.com\/radioislam.org.za\/a\/wp-content\/uploads\/2020\/11\/US-Afghanistan-Helmand.jpg?fit=1200%2C801&amp;ssl=1\" data-orig-size=\"1200,801\" data-comments-opened=\"1\" data-image-meta=\"{&quot;aperture&quot;:&quot;0&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;0&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;0&quot;,&quot;iso&quot;:&quot;0&quot;,&quot;shutter_speed&quot;:&quot;0&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;1&quot;}\" data-image-title=\"US-Afghanistan-Helmand\" data-image-description=\"\" data-image-caption=\"\" data-medium-file=\"https:\/\/i0.wp.com\/radioislam.org.za\/a\/wp-content\/uploads\/2020\/11\/US-Afghanistan-Helmand.jpg?fit=300%2C200&amp;ssl=1\" data-large-file=\"https:\/\/i0.wp.com\/radioislam.org.za\/a\/wp-content\/uploads\/2020\/11\/US-Afghanistan-Helmand.jpg?fit=1024%2C684&amp;ssl=1\" class=\"aligncenter size-medium wp-image-40643\" src=\"https:\/\/i0.wp.com\/radioislam.org.za\/a\/wp-content\/uploads\/2020\/11\/US-Afghanistan-Helmand.jpg?resize=300%2C200&#038;ssl=1\" alt=\"\" width=\"300\" height=\"200\" \/><\/p>\n<p>In 2016, US airstrikes blocked the Taliban offensive and forced the local commander to stop the advances. \u201cThe Taliban planned to capture Lashkar Gah but American interference stopped their plans,\u201d said Haji Ustad, a resident of Sangin.<\/p>\n<p>\u201cThey bombed the battle line of Sangin district, near the old bazaar, killing two Taliban and wounding others,\u201d he explained recalling the airstrikes at the time.<\/p>\n<p>The southern\u00a0capital, known for its\u00a0new buildings and American development engineering\u00a0programs, still\u00a0carries\u00a0visible signs of past battles and the human suffering they caused.<\/p>\n<p>Locals called the city \u201cLittle America,\u201d but the bullet holes marking many of the buildings have cancelled out hopes of any \u201cAmerican Dream\u201d or near-term prosperity.<\/p>\n<p>Indeed, despite thousands of UK soldiers and US Marines\u00a0being\u00a0located there for\u00a0more than\u00a0a decade, Helmand remains the Taliban\u2019s true military headquarters.<\/p>\n<p>\u201cThe areas captured by the Taliban in 2016 are in their control,\u201d\u00a0explained\u00a0Kakar, a former local teacher. \u201cGovernment offices are on the other side of the bridge.\u201d<\/p>\n<p>It is only a river that separates government offices, state-protected modern housing blocks and their nearby markets from residential areas under the Taliban\u2019s influence.<\/p>\n<p>\u201cThe reality is that [the] Taliban control Babajai, Dashti-e-Bolan and a large part of residential areas of [Helmand\u2019s] Nawa\u00a0district,\u201d added Sarhadi, speaking of areas around the provincial capital. \u201cBut\u00a0if you look at Facebook, these areas are under government control.\u201d<\/p>\n<p>And while peace talks\u00a0in Doha appear to be making\u00a0little if any progress, the lines in Helmand are still clearly being drawn based on military rather than peace strategies.<\/p>\n<p><em><strong>Posted with permission of the author &#8211; <a href=\"https:\/\/asiatimes.com\/author\/fazelminallah-qazizai\/\">Fazelminallah Qazizai<\/a><\/strong><\/em><\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>By\u00a0Fazelminallah Qazizai\u00a0 03:10:2020 Taliban and government forces are face to face in Helmand with the resumption of peace talk-stalled hostilities the blink of an eye away HELMAND \u2013 In a contested region of Afghanistan, the dividing line between the Taliban and government is a thin one.
