Make sticky batter with 1&frac14; cup water by beating for 3 TO 5 minutes. <br \/>Add the raising agents and onion before frying.&nbsp; *Rice flour is optional.<br \/>2. Form into balls between fingers and put into deep, medium hot oil.<br \/>3.
