(Image: Dwayne Senior\/Bloomberg)<\/p><\/div>\n<p>South Africa\u2019s Finance Minister Enoch Godongwana has once again come under fire after tabling his third attempt at a national budget. With little distinction from its predecessor, Budget 3.0 appears to offer more questions than solutions in an already fragile economic climate.<\/p>\n<p>Wits Professor Jannie Rossouw, speaking to <a href=\"https:\/\/soundcloud.com\/radioislam\/sas-budget-30-public-confidence-wavers-as-tough-questions-arise?si=da87f504ec2945438c71a3751a3d352a&amp;utm_source=clipboard&amp;utm_medium=text&amp;utm_campaign=social_sharing\"><em>Radio Islam International<\/em><\/a>, did not mince his words, labelling himself a \u201ctired taxpayer\u201d and criticising the redundancy of the repeated budget attempts. \u201cIt is really an embarrassment for a finance minister to have a third attempt at the budget,\u201d said Rossouw. \u201cIf the fuel levy was the fix, why was it not included in Budget 2.0?\u201d<\/p>\n<p>Although Godongwana insisted this was <em>not<\/em> an austerity budget, Rossouw agreed only in technical terms. \u201cA minimum requirement for an austerity budget is a balanced budget with no deficit before borrowing,\u201d he explained. \u201cThis budget still shows a large deficit. It cannot be called austere.\u201d<\/p>\n<p>Yet amidst the critique, there were a few glimmers of fiscal hope. \u201cThe primary surplus is a positive development,\u201d Rossouw noted, underscoring that revenue\u2014excluding interest payments\u2014was finally outpacing expenditure.<\/p>\n<p>Still, the long-term implications remain grim. \u201cWe are borrowing from the children and grandchildren to pay for today,\u201d he warned, referring to the spiralling debt burden. The expected R20 billion shortfalls in the next fiscal year could mean further strain on taxpayers, especially with bracket creep likely to continue unchecked.<\/p>\n<p>External pressures further complicate the picture. With the President meeting Donald Trump in Washington, Rossouw believes foreign investors are paying more attention to diplomatic talks than the budget itself. \u201cIf AGOA collapses, our exports will fall. And with that, our already low growth,\u201d he said. \u201cWe\u2019ve seen unemployment rise again\u2014and still, no real plan to reverse it.\u201d<\/p>\n<p>Rossouw also lamented the absence of an inflation target revision. \u201cI hoped the target would be lowered to 3%. This was the moment to do it.\u201d<\/p>\n<p>As Budget 3.0 attempts to steady a shaky economy, questions linger about whether this latest version offers enough to restore confidence\u2014domestically or abroad.
