That is totally unacceptable,\u201d he stated, underscoring the impact of even minor logistical shortfalls on patient care.<\/p>\n<p>The root of the crisis lies in chronic instability at the management level. \u201cFor the past at least three years, Helen Joseph has not had a permanent CEO,\u201d Mazibuko revealed, adding that the facility is now on its 18th CEO, none permanently appointed. \u201cWithout permanent people, it does affect the governance. You can&#8217;t have a hospital without a stable management team.\u201d<\/p>\n<p>This leadership vacuum has far-reaching consequences. In a system still reliant on paper documentation, delays in administrative tasks due to a lack of basic supplies result in compromised patient care. \u201cEverything in the hospital, the patient needs to be done on paper,\u201d he stressed, including vitals, progress notes, referrals and treatment orders are all now in jeopardy.<\/p>\n<p>The situation has also prompted questionable administrative decisions. At one point, Helen Joseph and Rahima Moosa Mother and Child Hospital were co-managed by a single CEO. \u201cYou can&#8217;t have a CEO running two hospitals,\u201d Mazibuko said, describing it as a recipe for failure given the vastly different functions and challenges of each institution.<\/p>\n<p>Despite repeated complaints, provincial health authorities have offered little beyond vague assurances. \u201cWe continually get commitments, but unfortunately, it has not happened,\u201d said Mazibuko, warning that \u201cgovernance must be prioritized.\u201d<\/p>\n<p>Staff morale is plummeting, and patients are increasingly vocal about declining service standards. \u201cThese complaints end up overshadowing the good work staff is doing,\u201d Mazibuko lamented. He also criticized the Department\u2019s current <em>I Serve With a Smile<\/em> campaign, questioning its practicality. \u201cHow are people going to serve with a smile if they are not in a conducive environment?\u201d<\/p>\n<p>The Gauteng Health Department has yet to offer a concrete plan to resolve the leadership crisis.
