Today, it comprises ten member states and may soon admit Timor-Leste as its 11th member.<\/p>\n<p>Speaking to Radio Islam International from Jakarta on the <em>Asia-Pacific Report<\/em>, human rights activist and ASEAN specialist Cornelius Damar Hanung explained that ASEAN is \u201ca regional intergovernmental organisation comprising 10 countries at the moment,\u201d and its original aim was \u201cto ensure the peace and stability in Southeast Asia and then boosting economic region and regional cooperation as well.\u201d<\/p>\n<p>Over time, ASEAN\u2019s mission has evolved. In 2009, the bloc created the ASEAN Intergovernmental Commission on Human Rights (AICHR), signaling a shift toward acknowledging rights-based concerns. Still, critics say this mechanism lacks real power.<\/p>\n<p>ASEAN operates under a charter signed by all member states, which outlines its core principles\u2014including respect for fundamental freedoms and the rule of law.<\/p>\n<p>Hanung emphasised the importance of this framework.<\/p>\n<p>\u201cEverything is bounded to the founding documents that we call the ASEAN Charter,\u201d which includes \u201crespect for fundamental freedoms, promotion and protection of human rights and promote of social justice.\u201d<\/p>\n<p>However, ASEAN\u2019s foundational commitment to non-interference in the domestic affairs of its member states has come under scrutiny\u2014particularly in relation to Myanmar. Since the February 2021 military coup, the country has plunged into political and humanitarian crisis, with reports of widespread atrocities.<\/p>\n<p>Hanung pointed out that while non-interference is a principle found in other global bodies, its application within ASEAN has led to inertia.<\/p>\n<p>\u201cThere is a lack of political willingness from the ASEAN member states to move beyond this understanding particularly when it comes to human rights situations.\u201d<\/p>\n<p>He argued that while ASEAN is willing to bypass non-interference for economic cooperation, it remains reluctant to do so for human rights accountability\u2014an inconsistency that has frustrated observers and civil society actors alike.<\/p>\n<p>The bloc\u2019s response to the Myanmar crisis, particularly the ineffective implementation of the \u201cfive-point consensus\u201d agreed upon in 2021, has exposed the limits of ASEAN\u2019s current diplomatic architecture.<\/p>\n<p>Hanung was candid in his criticism. \u201cThey have no political willingness to go beyond what they have agreed in the five-point consensus and shield themselves within the non-interference principles.\u201d<\/p>\n<p>Across the region, civil society organisations like Forum Asia are now intensifying calls for reform. These groups are urging ASEAN to adopt a more meaningful, interventionist approach when confronted with grave human rights violations.
