This summit marks a pivotal moment for Madagascar\u2014which celebrates two decades of SADC membership\u2014and the region at large. Madagascar&#8217;s President Andry Rajoelina is set to succeed Zimbabwe\u2019s Emmerson Mnangagwa as chair of the regional body.<\/p>\n<p>Operating under the theme \u201cAdvancing Industrialisation, Agricultural Transformation, and Energy Transition for a Resilient SADC,\u201d the summit aims to bolster industrial capacity and regional value chains, modernise agricultural systems, and promote inclusive energy transitions to foster a more resilient and cohesive regional economy.<\/p>\n<p>Madagascar is staging a well-orchestrated series of preparatory gatherings, including Industrialisation Week, meetings on the Regional Indicative Strategic Development Plan (RISDP), Council of Ministers sessions, and a SADC\u2013US dialogue, among others.<\/p>\n<p>Strategic security concerns, particularly the ongoing conflict in the Democratic Republic of Congo (DRC), remain high on the agenda. As Sizo Nkala, research fellow at the University of Johannesburg\u2019s Africa\u2013China Studies Centre, observed in today\u2019s <a href=\"https:\/\/on.soundcloud.com\/JTZiqyecyDt11XevTz\">Africa Report<\/a>, much of the discussion \u201cwill be centered around how to resolve the DRC situation going forward.\u201d He pointed to a troubling trend: \u201cThey called for a ceasefire, but no ceasefire has taken place. There is still ongoing fighting up to now in the DRC.\u201d<\/p>\n<p><strong>Parallel US policies spark regional alarm<\/strong><\/p>\n<p>Recently, the Trump administration has intensified immigration and visa restrictions on key SADC members.<\/p>\n<ul>\n<li><strong>Visa Bonds for Malawi &amp; Zambia<\/strong><br \/>\nStarting 20 August 2025, a one-year US pilot visa bond program will require travellers from Malawi and Zambia applying for tourist and business (B-1\/B-2) visas to post bonds ranging from $5 000 to $15 000. These bonds are refundable upon compliance with visa terms and departure through specific US airports.<\/li>\n<\/ul>\n<p>Zambia\u2019s Foreign Minister, Mulambo Haimbe, denounced the measure as an \u201cunnecessary financial strain\u201d on citizens\u2014especially concerning given an average national household income of approximately $150 per month. International observer Anthony Mukwita likened the bond to \u201ca chance at an American dream, a dream that\u2019s increasingly looking like a gated community with a very expensive entry fee\u201d.<\/p>\n<ul>\n<li><strong>Zimbabwe Visa Pause<\/strong><br \/>\nThe US has also paused routine visa services for Zimbabwean citizens, outside of diplomatic or official travel, citing concerns that are being addressed with the Zimbabwean government.
