Smart Start Study Highlights the Power of Community-Based Early Learning

Community-based early learning programs, like those in Smart Start’s study, are proving that quality education begins at home.

A recent groundbreaking study by Smart Start has underscored the transformative impact of home and community-based early learning programs in South Africa. The findings present a compelling case for expanding these initiatives as an effective and scalable solution for closing the early learning access gap.

The study, conducted by independent researchers over eight months in 2023, tracked 551 children across 325 Smart Start programs. It revealed significant developmental gains, demonstrating that quality early learning does not require costly infrastructure but rather an investment in well-trained practitioners and nurturing environments.

“The evaluation provides compelling evidence that early learning programs run from home and community-based spaces can significantly boost children’s outcomes, even at scale,” said Hopolang Selabalo, Head of Policy and Research at Smart Start. “These findings challenge the notion that centre-based learning is superior. Instead, they highlight home and community-based programs as an immediate, affordable, and pragmatic solution to equitable early education.”

According to the study, over one million South African children aged three to five are not enrolled in early learning programs. A stark divide exists, with 66% of children from the poorest households missing out compared to 36% from wealthier backgrounds.

Selabalo emphasized that Smart Start’s model helps bridge this gap. “The Smart Start approach is proving that quality early learning can thrive in lower-income communities. It is not about expensive equipment but about equipping practitioners with the right tools, skills, and support to implement child-centred learning effectively.”

The study further highlights the socio-economic impact of these programs. By empowering underemployed women in low-income areas as early childhood practitioners, Smart Start fosters job creation and economic participation. This initiative not only benefits children but also supports caregivers by providing a safe, structured learning environment.

With the government committing a R10 billion investment in Early Childhood Development (ECD) programs, Smart Start is advocating for an enabling regulatory environment to sustain and scale these efforts. “State support can amplify the incredible work already happening in these communities,” said Selabalo. “It’s time we recognize early learning as a societal priority.”
